(KIPHIRE) ENSSS INTRODUCED AT DCC MEETING: The District Level Coordination Committee Meeting; as part of Promoting Access to Care and Treatment Project (PACT Global Fund), was held at CMO Office Chamber Kiphire Town on 26th September 2011 at 12:00 Noon by Network for Kiphire District People Living with HIV/AIDS.

Exhorting the members present, Dr. I. Sungit Jamir (Chief Medical Officer, Kiphire) expressed his views on NGOs playing a vital role in the prevention and care towards PLHIVs than others. Appreciating the efforts of NGOs he urged to all cooperate and coordinate within implementing agencies at the district level with commitment. Despite of various awareness, sensitizations and IEC distributions; most people doesn’t take much serious and we have to collaborate and contribute each other what will be the best to achieve the goal which is of same mission with different programs and hope that the same kind of coordination meeting be conducted time to time for effective implementation at Govt and NGOs level.

Highlighting the Committee and the PACT Project, Mr. Lithsa (Support Net Officer PACT/KpNP+), with warm welcome and acknowledging the efforts of various individuals for the cause, he shared on the objective of the District Coordination Committee and the PACT Project (a Country Program) which is funded by Global Fund with Population Foundation of India (PFI) being the Principle Recipient next to NACO, whereby highlighting DCC Meeting to be held Quarterly and the Support Net formation. He also urge members present to let this Committee be a platform to collaborate, share, coordinate, lively environmental and contribution for the common welfare which ends at the same end of goal.

          Speaking as Positive Speaker and also the Chair of the day long Meeting, Mr. Erothe President KpNP+ who is on ART; shared on his life before and after infection. Being detected Positive in 2007 where in those days no proper information was known to him in regard to treatment services; and supposed to be at the last stage of his life, became a member of KpNP+ without any hesitation from fear of stigma and discrimination and after which he started ART crediting the DLN Staffs for all the supports and initiatives in shaping his life. He also acknowledged the other service providers for the support and urged them to continue more with commitment as was done to him and support the stand of KpNP+ to provide the overall quality of life of PLHIVs.




After the Life sharing, discussion and feed backs was conducted led by Mr. Lithsa (Support Net Officer, PACT). Various feed backs and suggestions were shared amongst the members for effective implementation at the district level. Fascinatingly, a brief activity data reports were also presented which is also the first of its kind having all the implementing agencies sharing the activity data reports:

1.   ICTC Kiphire by Mr. Khentsu (District ICTC Supervisor)
2.   ICTC Pungro by Ms. Wezotsulo (Counselor)
3.   Mobile ICTC and PPTCT of IBAPWO by Mr. Lohomong (D/S)
4.   DIC of KpNP+ by Mr. Tia (Counselor) and
5.   PACT of KpNP+ by Mr. Lithsa (SNO)

The followings are the suggestions, agendas and feed backs compiled as per the discussions.

1.   Dr. Talitoba (District TB Officer) urged the members that as per the presentations which he finds less referrals, he shared that HIV and TB are co related and basing on the previous meetings held, he urge the members present to make use of the facility of RNTCP and introduce cent percent cross referrals.
2.   District Program Manager (NRHM) suggested the NGOs and other agencies to maintain accurate data and ensure proper documentations for future reference. He also shared about the HMIS reporting of NRHM.
3.   Mr. Lohomong (Dist. Coordinator PPTCT) IBAPWO shared on the problems faced by the Mobile ICTC and shared that unlike previous year; this year they have made a specific strategy for the activities. In connection to this; he shared that some of the programs are conducted in collaboration with KpNP+ and is to continue the same, which was acknowledged by the members present.
4.   Dr. I. Sungit Jamir (CMO) urged the NGOs to study the HRGs, evaluate and find the target place so that targets are achieved instead of random programs and activities. And further hope that the next meeting will be better by adopting resolutions and tackle up the issues faced. He also expressed his appreciation to IBAPWO, unlike other past days and programs this time it has done well as per the reports.
5.   Dr. Kibang (District Immunization Officer) shared that since the positive cases are increasing, we need certain steps and have a better planning so that all PLHIVs are reachout and provide better services.
6.   Mr. Lipichem Sangtam (Honorary Secretary, Indian Red Cross Society, Kiphire Branch) also a journalist, shared on role of media and in support to the cause he urged the members to have commitment and have coordination among various agencies for the welfare of the people.
Appreciating his (Mr. Lipichem) support and the media concern, Mr. Lithsa (SNO, PACT / KpNP+) invited and requested him for coverage of the activities of Lily Support Net (SHG Concept) formed under PACT program comprising of 12 positive women members who are actively involved voluntarily at outreach and IGP activities.



7.   Rev Fr. Benny Varghese (Parish Priest and Principal Loyola Higher Secondary School) appreciating the efforts of NGOs and other agencies extended his support and cooperation towards the health care of the community. He also shared and highlighted the Pastoral care and the Catholic Church fight against AIDS by introducing the Official Organ of the Church (Development Association of Nagaland), Chavara Home and the Shalom Rehab Centre. He also expressed his fullest support and shared that this kind of meeting be held for the welfare of our brethrens who are in need of our services.
Mr. Lithsa (SNO PACT/ KpNP+) supplementing to Rev. Father, shared also on lives of some of the members of KpNP+ who have been taken good care at Chavara Home and DAN during its care and support programs at Kiphire year back in 2007.
8.   Fortunate to have in the meeting, an NGO (Eastern Nagaland Social Service Society, Kiphire) was introduced once again. Presently ENSSS is implementing RCH II (NRHM) and Diabetic Management and Care Program under Indian Council for Diabetic Care. In fact it was the first NGO of Kiphire HQ to initiate various programmes on HIV/AIDS in collaboration with District AIDS Committee. After a gap of years; it has re surfaced again in the fight against AIDS. It has with its own fund supports Volunteers (ORWs) at Pungro Town and Kiphire Town since July 2011 through Community based. It also states that Assessment and Evaluation is continuing so that better services are provided to PLHIVs in collaboration with Churches and community.
9.   Basing on the relocation order no vide NSACS/GFATM-II/COUN/2008/2166-72 dated 17 July 2008, Mr. Lithsa (SNO PACT / KpNP+) sharing the activities of PACT Program again appealed and requested the Department concern headed by CMO and officials to look into the matter so that ICTC is installed for Seyochung Sub Division @PHC Seyochung; where out of the total PLHIVs On ART, Maximum are from Seyochung Sub Division but found no ICTC in place, with positive numbers also increasing. The previous has been temporarily relocated to PHC chumukedima for the reasons best known to the higher authorities.

After having an hour long discussions and feed backs, the members expressing each others views deliberated on the feed backs and discussed upon to collaborate, coordinate, and contribute with commitment followed by Mr. Serichum (Program Manager DIC/KpNP+) delivering vote of thanks and acknowledgement, thus appealing members present for a positive outcome of the meeting and look towards for further coordination as like today.
